Background
The Slavko Ćuruvija Foundation (SCF) is a non-governmental, non-profit organization committed to the promotion of media freedom, the safety of journalists, and professional, accountable journalism in Serbia. Since its establishment, SCF has been working with national and international partners to strengthen media integrity, support investigative journalism, and advocate for an enabling policy environment for free and independent media.
To support the implementation of its strategic goals and ensure effective management of programs and advocacy activities, SCF is seeking a qualified and experienced Chief Operations and Policy Consultant.
Objective of the Assignment
The objective of this consultancy is to provide high-level strategic, operational, and policy-related support to the Foundation’s leadership. The consultant will ensure coordination across programmatic areas, strengthen internal systems and procedures, and contribute to the Foundation’s advocacy efforts at the national and international level.
Scope of Work and Responsibilities
Under the supervision of the Executive Director, the Chief Operations and Policy Consultant will be responsible for the following tasks:
Operations and Strategy
- Support the implementation and monitoring of SCF’s strategic plan;
- Coordinate operational planning across departments and projects;
- Strengthen internal procedures for program delivery, human resources, and financial oversight;
- Supervise and mentor staff to ensure efficient and accountable operations.
Policy and Advocacy
- Monitor developments in media policy and freedom of expression in Serbia and the wider region;
- Draft policy analyses, recommendations, and advocacy documents;
- Represent SCF in policy discussions, working groups, and public consultations;
- Support strategic alliances with civil society organizations, media associations, and international stakeholders.
Project Management and Donor Relations
- Contribute to project design and proposal development;
- Ensure the coherence and quality of project implementation across thematic areas;
- Support narrative reporting and communication with donors;
- Contribute to institutional fundraising efforts.
Duration and Location
The consultancy is expected to begin in July 1st, 2025and last for 12 months, with a possibility of extension based on performance and funding availability.
The position is based in Belgrade, Serbia, with occasional travel as required.
Required Qualifications
- University degree in political science, law, public policy, media studies, or a related field;
- Minimum 7 years of experience in senior management, operations, or policy work within civil society or international organizations;
- Strong understanding of media freedom, rule of law and EU Accession issues in Serbia and the Western Balkans;
- Proven experience in organizational development, strategic planning, and donor engagement;
- Excellent written and verbal communication skills in English and Serbian.
Reporting and Supervision
The Chief Operations and Policy Consultant will report directly to the Executive Director and work closely with program and administrative staff.
