The Government\u00a0was composed of Socialist Party of Serbia, Serbian Radical\u00a0Party and the Yugoslav Left. That was the highest fine for any\u00a0media in Serbia till that moment.\u00a0The decision on fining the \u2019Evropljanin\u2019 magazine was made\u00a0on 24 October 1998. Immediately after, the confiscation of\u00a0the company\u2019s property followed, together with the printings\u00a0of the \u2019Evropljanin\u2019 and \u2019Dnevni telegraf\u2019 daily, both of them\u00a0owned by Slavko Curuvija.<\/p>\n<p style=\"text-align: center;\"><strong>The Letter to the President<\/strong><br \/>\n<strong>\u00a0 \u00a0\u2019What\u2019s next, Mr Milosevic?\u2019<\/strong><br \/>\n<strong> Belgrade, 19 October 1998<\/strong><br \/>\n<strong> By Aleksandar Tijanic and Slavko Curuvija<\/strong><\/p>\n<p><a href=\"http:\/\/www.slavkocuruvijafondacija.rs\/wp-content\/uploads\/2014\/01\/sta_je_sledece_milosevicu1.png\"><img decoding=\"async\" class=\"size-medium wp-image-136 alignleft\" style=\"margin-left: 10px; margin-right: 10px;\" alt=\"sta_je_sledece_milosevicu\" src=\"http:\/\/www.slavkocuruvijafondacija.rs\/wp-content\/uploads\/2014\/01\/sta_je_sledece_milosevicu1-235x300.png\" width=\"235\" height=\"300\" srcset=\"https:\/\/www.slavkocuruvijafondacija.rs\/wp-content\/uploads\/2014\/01\/sta_je_sledece_milosevicu1-235x300.png 235w, https:\/\/www.slavkocuruvijafondacija.rs\/wp-content\/uploads\/2014\/01\/sta_je_sledece_milosevicu1-802x1024.png 802w\" sizes=\"(max-width: 235px) 100vw, 235px\" \/><\/a>Mr. President, you might not be aware that a coup d\u2019etat took\u00a0place in your state last week. Contrary to your proclamation\u00a0that the threat of military attacks had been averted, the most\u00a0extreme of your aides, all members of the three-party ruling\u00a0coalition, have kept the anti-constitutional decree in force.<\/p>\n<p>They have introduced a de facto state of emergency, suspended\u00a0laws and taken over control of Serbia.<\/p>\n<p>The first action taken by this group was to prohibit Serbs from\u00a0hearing, speaking and seeing. Three daily newspapers and\u00a0a radio station have been banned, a measure unheard of in\u00a0Serbia\u2019s history. This brutal ban was followed with a perverse\u00a0demonstration of power and unaccountability.<\/p>\n<p>This is a disgrace for Serbia, Mr. President. But it is far from the\u00a0worst that can happen to Serbia and her citizens. The ominous\u00a0obsession with simplicity leads us to lawlessness, fear, terror,\u00a0and dictatorship.<\/p>\n<p>We are writing to you regarding freedom of press. However,\u00a0our concerns are far more serious. Martial law and rule by\u00a0decree have been introduced in Yugoslavia, although a state\u00a0of emergency has not formally been declared. All this has\u00a0passed unnoticed by you. Why?\u00a0Is it perhaps because you refuse to confront the results of your\u00a0ten-year rule? Or is it because, tired of ruling the country, you\u00a0have reneged your responsibility and decided to lend authority\u00a0to the group that has come out on top in the wars waged\u00a0inside the royal palace &#8211; wars for control of politics, legislation,\u00a0finances, police, secret services, military, universities, media,<br \/>\nand the entire state and society?<\/p>\n<p>Or is it because you have\u00a0exhausted the support entrusted in you by the majority of\u00a0Serbs when you assumed power? Is your magic box, once full\u00a0of political tricks, now empty? Since there are no new means\u00a0of deceiving the masses, you have decided to preserve your\u00a0own power by suspending the Constitution and laws and ruling\u00a0as an absolutist.<\/p>\n<p>In case you are refusing to accept the balance sheet of your decade-long rule, we can assure you that your efforts are in vain.<\/p>\n<p>Historical accounts and the archives of facts have already been\u00a0assembled. Each Serb, dead or alive, has become an accountant\u00a0and a witness:<\/p>\n<p>\u2014 Everything that Serbs created in this century has been\u00a0thoughtlessly wasted: state and national boundaries; the status\u00a0of an ally in two world wars; national dignity; membership\u00a0in international institutions; the European identity of Serbs\u00a0has eroded; Serbs abandoned their ethnic territories in Croatia\u00a0and parts of Bosnia; the nation has developed a complex\u00a0as an aggressor, genocidal, vanquished as well as the last bastion<br \/>\nof European Communism.<\/p>\n<p>\u2014 The merit and worth of Serbian institutions have been destroyed\u00a0in a systematic manner. You have brought the University and a\u00a0local farmers\u2019 collective to the same level, equated the Academy\u00a0of Arts and Sciences with a nursing home, you have degraded\u00a0the Church, legislature, media, parliament, and the government.<\/p>\n<p>\u2014 Under the cover of transition, which is nothing but a different\u00a0name for robbery, you have impoverished the middle\u00a0class, while, at the same time, nurturing the emergence of a\u00a0new economic and political elite.<\/p>\n<p>National GNP per head had\u00a0dropped to $1,400, while in Slovenia (the republic which you\u00a0claimed would go bankrupt after secession) it has increased\u00a0to $9,500; and even in Tudman\u2019s Croatia it is $4,600; pensioners\u00a0are forced to dig through garbage looking for food\u00a0because the state-run pension fund owes them six to seven\u00a0months pension. With financial pyramid schemes, loans and\u00a0confiscated foreign currency deposits, the state has stolen\u00a0about $6.5 billion from its citizens. About 2 million people are\u00a0currently out of work. Meanwhile, more than 100,000 welleducated\u00a0and able individuals have emigrated, fleeing the\u00a0war, hoping to avoid the draft or simply because they didn\u2019t\u00a0see a future for themselves in this country.<\/p>\n<p>\u2014 You have left a small circle of about 100 families, which\u00a0benefit\u00a0from your support and protection, in charge of the\u00a0state finances. Officials of the state you lead demonstrate feudal\u00a0extravagance and arrogance in the midst of huge misery\u00a0and poverty. Large companies are run by your cronies. They\u00a0prevent the development of the free market because the free\u00a0market has nothing in common with the planned economy,\u00a0monopolies, committees, decrees, pretend banks and ministries,\u00a0fake credits, and the control of the foreign currency\u00a0exchange rate in the streets through authorized currency\u00a0dealers.<\/p>\n<p>\u2014 Your country is in decline. Serbs are dying from diseases which\u00a0are curable or do not exist elsewhere in the world. There are no\u00a0medicines, the health system is on the point of collapse, and the\u00a0population turns to sedatives in the way vitamins are used in the\u00a0developed countries.<\/p>\n<p>\u2014 Nowhere in today\u2019s Europe are criminals and the state wedding\u00a0such a harmonious matrimony as here in Serbia. You are\u00a0the only statesman who has hosted three men who were later\u00a0gunned down in the street. Until today neither their murderers\u00a0nor the reasons for their execution have been discovered.<\/p>\n<p>In the\u00a0streets there are too many guns and violence. Organised criminal\u00a0gangs control circulation of key goods and services. Para-military\u00a0formations still operate. Street violence and murders are a daily\u00a0occurrence and the state has in practice delegated its responsibility\u00a0for the safety its citizens and their property.<\/p>\n<p>\u2014 You are aware that the individuals who you have put in charge of\u00a0the most important Serb institutions are incompetent. That is offensive\u00a0and humiliating to everyone who can think in Serbia as well as\u00a0to the historic heritage of Serbs who had traditionally put the most\u00a0able and honourable among them in such positions.<\/p>\n<p>You love secret agreements, mystery, lack of security for your collaborators.<\/p>\n<p>You have created a situation in which every official\u00a0depends on your good grace and is thus forced to conspire forever\u00a0against each other. The result of these intrigues is that the least\u00a0able and most unscrupulous individuals are promoted.<\/p>\n<p>You have\u00a0instigated populism and established a cult of personality.<\/p>\n<p>You have\u00a0refused to state publicly what sort of system you are trying to establish:\u00a0socialism, capitalism\u00a0or something else.<\/p>\n<p>\u2014 A psychosis of a permanent state of emergency has been\u00a0imposed on the society, in addition to the fear from omnipotent\u00a0police and your henchmen, who boast that they can order\u00a0executions of the people they dislike.<\/p>\n<p>Absolute obedience is\u00a0demanded from the population. Hysterical, choreographed outpourings\u00a0of support are set up after every victory that contributes\u00a0to our decline. The majority considers democracy to be the right\u00a0to impose as a mandatory law its political will, taste and culture\u00a0on the minority.<\/p>\n<p>\u2014 During your time in power, spurred by the state-controlled\u00a0media, the views of all sorts of national prophets, vampires,\u00a0quack doctors and monsters have been promoted. These individuals\u00a0have eulogised death and war, though always making sure\u00a0they themselves are not in the firing line. They have also insisted\u00a0that these qualities comprise the special character of our race, our\u00a0mission, our faith. And they have instigated hatred and belief in\u00a0miraculous weapons left behind by Nikola Tesla or sent by Zirinovski.<\/p>\n<p>All that has produced the social surrealism in which we\u00a0live today.<\/p>\n<p>\u2014 You have destroyed the spirit of tolerance by instigating artificial\u00a0conflicts and propelling confrontations between and poor,\u00a0rural and urban, between Serbia and Montenegro, and police and \u00a0army. You have turned the students against their professors, the\u00a0literate against the illiterate.<\/p>\n<p>If you now feel tired of ruling and wish to evade responsibility and\u00a0hand power over to a handful of extremists, you should bear in\u00a0mind the following:<\/p>\n<p>A \u2013 No European statesman of socialist upbringing has chosen a\u00a0radical rightist as a coalition partner. Can you imagine French\u00a0prime minister Jospin or the centrist Chirac in a coalition with\u00a0Le Pen? He is an extreme rightist who claims that Hitler\u2019s gas\u00a0chambers and Pavelic\u2019s Jasenovac were only \u201cminor incidents\u00a0during WWII\u201d. Seven days ago, your coalition partner and\u00a0vice-president in the Serbian Government Vojislav Seselj made\u00a0Le Pen an honourary citizen of a certain Belgrade municipality.\u00a0On which side did we fight in WWII, Mr President?<\/p>\n<p>B \u2013 The coalition between socialists, neo-communists and\u00a0extreme right wing is deviant, anti-civilizational, ideologically\u00a0hideous and clearly reflects your ambition: to preserve\u00a0power at all costs, even if it demands that you sign the\u00a0pact with your ideological, personal and family enemies;<\/p>\n<p>C \u2013 Sharing power will not satisfy the Radicals. They have\u00a0started to co-opt members of the Yugoslav Left and your\u00a0own Socialist Party in order to form a core which will have\u00a0only two options to offer to Serbia: dictatorship or civil war\u00a0which will drag Serbia into the rule of paramilitary forces,\u00a0rampaging street gangs and bandits with license to terminate\u00a0anyone who does not resemble the image of a citizen\u00a0created in their headquarters.<\/p>\n<p>In case, however, that your behaviour reflects the fact that you\u00a0have decided to suspend the Constitution, rule by decree and\u00a0impose the autocratic rule, you should be aware of the following:<\/p>\n<p>A \u2013 You will be personally responsible for all the grim consequences\u00a0that such absolute power might bring about;<\/p>\n<p>B \u2013 Such rule can be nothing but short-lived;<\/p>\n<p>C \u2013 The principle means of controlling this sort of power is\u00a0force.<\/p>\n<p>To execute such force and to be ready to use it, you\u00a0will have to rely on the worst segments of population. Do\u00a0you really wish to govern with the help of the most corrupt\u00a0volunteers, who are already in abundance around you?<\/p>\n<p>Mr. President, your country, your people and your compatriots\u00a0have been living for ten years in a state of fear, psychosis,\u00a0with nothing but death, misery, terror and despair around\u00a0them. Serbia is being stripped of \u00a0territories and riches as if\u00a0she were dead already. Serbia has fewer and fewer children,\u00a0and gives them up too easily. Hungry and humiliated, your\u00a0citizens have exhausted their spirits and have no strength to\u00a0make even verbal protests. This was apparent during the last\u00a0crisis. Resigned, Serbs awaited either of the two possible outcomes:\u00a0American bombs or Albanian secession. Serbs are disarmed,\u00a0deprived of their survival instinct, precisely the way\u00a0this regime wanted them to be.\u00a0If the population is silent and prepared to put up with the kind\u00a0of rulers which would not have survived in any civilized state,\u00a0what is the purpose of the suspension of the Constitution\u00a0and laws, rule decree, ban of media, division into traitors and\u00a0patriots, threats with arrest and fanning of the atmosphere of\u00a0permanent state of war or emergency?<\/p>\n<p>It is your duty, mr. President, immediately to oppose the\u00a0atmosphere of lawlessness and despair. In this you will succeed\u00a0if, and only if, you commit yourself to the following:<\/p>\n<p>1. Break the coalition with Vojislav Seselj and the Serbian\u00a0Radical Party;<\/p>\n<p>2. Demand the resignation of Serbian Prime Minister Mirko\u00a0Marjanovic his government;<\/p>\n<p>3. Recommend to Serbian President Milan Milutinovic to call new\u00a0elections and entrust the position of Prime Minister to a competent\u00a0person, capable of forming a government of experts;<\/p>\n<p>4. Make peace with the ruling coalition in Montenegro;<\/p>\n<p>5. Request the resignation of the Federal government,\u00a0appoint Milo Djukanovic Federal Prime Minister and\u00a0acknowledge Montenegrin MPs, members of the Montenegrin\u00a0ruling coalition;<\/p>\n<p>6. Regain inter-ethnic tolerance and include minorities in\u00a0highest political institutions;<\/p>\n<p>7. Attempt to annul the Law on University;<\/p>\n<p>8. End the persecution of media and journalists;<\/p>\n<p>9. Initiate a true and prudent privatisation, enhance market\u00a0economy and a welfare state;<\/p>\n<p>10. Act against organised crime, and publicise the results of\u00a0the action;<\/p>\n<p>11. Secure independent judiciary, separation of power and a\u00a0system of checks and balances;<\/p>\n<p>12. Allow Yugoslavia to rejoin international institutions and\u00a0renew the confidence of the international community in\u00a0the Yugoslav state and Yugoslav people;<\/p>\n<p>13. Define national interests according to the norms and standards\u00a0of the developed world and apply for membership in\u00a0the European Union and Partnership for Peace.<\/p>\n<p>Mr. President, the above-mentioned 13 point plan represents the\u00a0choice between hope and despair for your people.
